Contracting and Purchasing is a function of the Capital and Facilities Planning Division within OUS Finance and Administration. The Director of Contracting and Purchasing is responsible for soliciting, negotiating, and managing Chancellor's Office, OUS System-wide, and cooperative contracts; and providing technical assistance to staff at the Chancellor's Office and the seven OUS institutions regarding contracting matters, affirmative action plans, debt collection, long-range capital construction projects, and the OUS Emerging Small Business Program.
The Director oversees systems for tracking and reporting contracting activity; develops public purchasing-related policies and procedures, including drafting administrative rules; and represents OUS on interagency task forces and in interagency negotiations at a statewide level. In addition, the Director works with the Department of Justice to facilitate reviews and approvals, and analyze and respond to proposed legislation in the purchasing and contracting arena during legislative sessions.
The Director also manages public information on procurement through the University Procurement Gateway/Doing Business with OUS website which serves as a centralized location where vendors may find out about contract opportunities with OUS.
