The Controller's Division of the Oregon University System is part of the office of Finance and Administration of the Chancellor's Office. Located in Corvallis on the Oregon State University campus, the division provides administrative support to the Chancellor and is responsible for agency-wide financial management and assistance. This includes administration of automated agency wide systems for accounting, disbursements, personnel data base and payroll. Other responsibilities include preparation of the agency consolidated financial statements for inclusion in the Statewide Financial Report; disbursement and receipt of all agency funds; establishment and maintenance of accounting policies and procedures in accordance with generally accepted accounting principles (GAAP); calculation and negotiation of indirect cost rates; issuance of debt securities (General Obligation bonds, debt securities and Certificates of Participation); maintenance of debt service program; asset accounting; monitoring the investment of bond building, sinking and donation funds; administration of the endowment investment program; agency-wide travel accounting; and maintenance of the tax deferred annuity program; and management of the OUS Internal Bank.
The Controller's Division serves all OUS students and all State system employees through payroll processing, benefits accounting and tax reporting, the general public as a result of vendor payments, other Federal and State agencies, other centralized and institutional administrators, and affiliated organizations.
